美国涉华诉讼对科技交流政策的影响和展望

美国司法部的“中国行动计划”实施三年以来,给中美两国正常的科技合作和学术交流带来了严重的影响和打击。近期美国一系列涉华诉讼引发了各界讨论,迫切敦促美国政府机构在保护知识安全的同时必须兼顾学术开放。美国最高科技政策决策机构决意出台实施指南,解决科技学术界的紧迫关切。中美两国领导人的线上会晤也就全球关切的议题进行交流合作,释放了积极信号,我国亦应鼓励科研人员继续进行跨国界的科学探索,努力促成和恢复中美在科技、人文等领域的正常交流合作。     

Cognition,Social Impulse,and the Principle of Adaptation: Insights into the Peirce-Veblen Connection

This article seeks to offer insights into the connections between Charles S. Peirce and Thorstein B. Veblen regarding their understanding of the logic of scientific thought and cognition. In this sense, this work explores how both Veblen and Peirce dismissed the Cartesian notion of unmediated cognition and how they sought to depict cognition as a process. Furthermore, this article presents Peirce’s concept of “social impulse” and Veblen’s “principle of adaptation” as complementary perspectives on science and cognition that have strong evolutionary content.

大学数学素质拓展课程的教学实践

本文结合昆明理工大学实际,探讨了在新的时代要求下为高校非数学专业学生开设数学拓展课程的必要性,并提出了相关的理论依据。同时,本文在已开设拓展课程的基础上总结了取得的成绩和存在的不足,为今后课程设置及教学的进一步完善提出了相关建议。     

3S技术在国家重点建设工程项目中的应用——以京沪高铁项目(天津段)为例

3S技术是测量技术发展史的一次重大突破,给测量领域带来了新的生命力,并已推广应用在国家基础建设的各个方面。本文以京沪高铁天津段这样的国家重点建设工程项目为例,介绍了3S技术在该项目从土地规划到建设运营方面的应用。     

Operational performance of U.S. public rail transit and implications for public policy

In today's tough economic environment, governments at all levels face significant budget shortfalls and public rail transit systems must compete with other public services for government subsidies. It is critical that public rail transit systems be concerned with their operational performance and efficient use of resources. In this paper, we develop a methodology that measures a rail transit system's performance relative to that of other rail transit systems, compares its performance to an appropriate efficient benchmark system, and identifies the sources of its inefficiency. We analyze the relationship between public subsidies and operational performance of public rail systems and show an inverse relationship between subsidization and efficiency.     

Constraints to cruising across cultures and time

Cruise tourism is permeating the global arena. With companies developing new ships/itineraries for the U.S. and China markets, understanding constraints to cruising for different cultures carries significant value for cruise tourism development. This study adopted longitudinal and cross-cultural approaches to validate constraint measures. Data were collected in the U.S. in 2008 and 2017 and in China in 2017, using the same set of constraint measures across different times and cultures. This multi-dimensional triangulation approach was deemed important for testing the robustness of a measurement scale and is believed to be the first of its type. Findings validate the cruising constraint instrument across time and cultures and provide theoretical and practical implications.     

Does corruption slow down innovation? Evidence from a cointegrated panel of U.S. states

I investigate the long-run relationship between corruption and innovative activity using annual data from 48 contiguous U.S. states between 1977 and 2006. Using U.S. data allows me to work with a panel long enough to exploit time series properties of the data. I use two different measures of innovative activity: one measuring the quantity and the other measuring the quality of the patents granted. I also use two different measures of corruption: one based on the number of corruption convictions, the other based on number of corruption stories covered in Associated Press news wires. Following Pedroni (1999, 2000), I estimate the cointegrating relationship between corruption and innovative activity with Fully Modified Ordinary Least Squares (FMOLS). The results indicate that corruption indeed slows down innovation in the long-run.     

Is it U.S. GAAP or IFRS? Understanding how R&D costs affect ratio analysis

While financial reporting standards under U.S. GAAP and IFRS are fundamentally similar, differences do exist that may affect our analysis of company financial statements. This is particularly true when comparing a U.S. company following U.S. GAAP to a firm that uses IFRS. To illustrate, we compare research and development (R&D) accounting methods under both sets of standards and illustrate how they affect the analysis of financial results of firms in a specific industry—automotive manufacturers. Our results provide insight into settings in which differences in R&D accounting may have the greatest impact on financial analysis.
